I've ruled in favor of the victim (the real victim is valk.#0005: 318788918197616640, the original reporter was friend of real victim) as he provided evidence that proves beyond a reasonable doubt that the suspect did not complete his part of the deal and blocked the victim to avoid further confrontation. Previous infractions also influenced the ban length.
