The victim commissioned the suspect to a user interface commission but then the suspect failed to respond to the victim, therefore ignoring them and wasting their time. the victim even though the suspect had been paid. The suspect broke 2 rules in this case, they wasted the victim's time by failing to respond and then by failing to provide the user interface requested, failed to do their end of the agreed upon deal.
