Suspect is in breach of rules 2.2.1 & 2.2.4. They provided a payment method to which the victim sent $100. The suspect later claimed that the payment method was not directly linked to them and hence did not complete their part of the deal by sending through the purchased assets. User also promised that if the user did a chargeback and it failed they would send the assets. User attempted, failed yet still did not receive assets. This is the suspect's second offence. To this day the victim lost $100 and did not receive assets.
