User is in breach of rule 2.2.1. After commissioning the victim and receiving the assets the suspect promised to pay and stated that the assets worked. At first he was stalling payment and later went in direct opposition of the statement he made earlier, now claiming that the assets were not working and that the victim had installed "backdoors". This is believed to be excuses to not pay.
