Did not uphold his end of the deal, victim did work for him and he keeps delaying saying he is working or on business trips, upon trying to get him to pay he kept saying he will get paid tomorrow and he will see what he can do he can't guarantee it, the suspect no longer wants payment and is just fed up with the excuses from the suspect.
