Broke scam rule 2.2.4. Suspect provided an obscure description of what they wanted for a watering, planting, and progress bar. Victim tried to clarify and produced what they could, suspect wanted to change and add multiple things. After many discussions and lots of changes the suspect states that they "didn't need it anymore" and refused to pay the victim for the work they already provided. This is the second offence. The first offence was around 4 months. (on top on a past HD infraction there is also one from another server)
