The suspect violated scam rule 2.2.1, failing to comply with the original agreement. The suspect was a project manager, but also took on the responsibility of paying the victim if the project owner could not. The project owner cancelled the game and the suspect would not pay the victim for their work, which was already agreed and had already been started.
