2.2.1 - Failure to comply with the original agreement. The suspect paid 50% upfront and the victim started work, the victim then missed a message and the suspect opened a chargeback. The suspect eventually resolved the chargeback and returned the victim their 50% - but once the final payment was due the suspect was unresponsive and did not pay. The victim did not reply to the chance to defend themselves, first scam related offense.
