The suspect contacted the victim for some UI to be created, the victim quoted a price of 175USD in total (to be broken up in parts). On the final task, the suspect decided they didn't agree with the price after talking with their team - they said the victim gave them a bad quote despite having previously agreed to it and claimed that the work wasn't worth 175USD. The suspect could not provide any specific complaints on the work, nor could they point out where it failed to meet the design specification - so they have violated scam rule 2.2.1, and failed to meet their side of the agreement. The suspect was offered the chance to pay by scam investigators and refused to do so. First scam offense.
