2.2.1 - Not completing your side of the deal. The suspect exited out of a deal without the other parties consent, thus wasting the time of the victim who could not hire another developer whilst wasting for this suspect to complete their work. The suspect has no prior offences, and accepted no upfront - they left to work on other projects / commitments, though claim they left as the victim wasn't cooperative or helpful. After a review of the case, investigators did not believe the suspects excuse for leaving was valid.
