2.2.1 - The suspect began a large commission for 200usd, and then cancelled half way - they refused to give back the funds as they thought they deserved to keep some. Since the suspect failed to complete their contracted work, they are entitled to none of the contracted money. The suspect has past offences, and attempted to trick Scam Investigators and the victim with a fake PayPal transaction.
