2.2.1 - The suspect was commissioned to create a map and provided with an upfront payment, the suspect did not deliver a sufficient standard of quality or service and far surpassed the deadline with major communication issues. The issue continued with scam investigators, where the suspect missed multiple deadlines / settlements. The victim has still not received their desired product.
