Looking for an experienced 3D character modeler

I'm looking for someone with experience in creating 3D cartoon-style characters.

The only thing I need is the character shown in the attached image. The character is a crazy teacher (The model cannot exceed 10,000 faces.)

The character should be made in a cartoon style, but at the same time it needs to look scary. By that, I mean it should clearly look like a creepy caricature rather than a realistic character.
